In NSW, you don’t have to clip your dog into a seatbelt harness inside the cabin, but you must stay in proper control of the vehicle and the dog cannot sit on your lap.
Driving with an animal on your lap is specifically illegal and carries fines and demerit points, and letting a loose pet distract you can cop you the same treatment.
If your dog rides in the back of a ute or tray, it must be secured—use a correctly fitted tether or a crate—or you’re breaching animal welfare laws.
It’s also illegal to transport a dog in a car boot, and you’ll be in strife if the animal is injured because of how it was carried.
Best practice is a quality harness or crate, windows sensibly cracked (not the full windsock routine), and regular water stops.
That way you keep your licence, your conscience, and your upholstery intact.
