Short answer: yes — in Victoria you generally need a Certificate of Roadworthiness to transfer registration to a new owner.

It must be issued within the last 30 days and lodged with the transfer, along with the fee and duty, unless you fancy paperwork boomerangs.

Exemptions are slim: transfers to a spouse/domestic partner and transfers to or from a Licensed Motor Car Trader typically don’t need an RWC (the car still has to be safe, obviously).

No RWC? Sell it unregistered or get one before you hit “transfer” — you’ve got 14 days from sale to lodge the transfer or risk a late fee.
