Yes—if you’re transferring registration in Victoria, you generally need a current Certificate of Roadworthiness (RWC).
The RWC must be issued within the last 30 days, and without it you can’t transfer active rego—your choices are supply one or cancel the rego and start fresh later.
Common exemptions apply, like transfers between spouses/domestic partners or when a licensed motor car trader takes it into stock.
Buyer and seller still need to lodge the transfer within 14 days and square up stamp duty and fees, because VicRoads likes its paperwork almost as much as we like traffic.
