Short answer: if your caravan is a light trailer (up to 4.5 tonnes ATM), Victoria doesn’t require a Certificate of Roadworthiness when you sell or transfer rego.
Heavy caravans/trailers over 4.5 tonnes ATM do need a heavy vehicle roadworthy for registration or transfer—no wriggle room there.
Either way, it still has to be safe and compliant—brakes, lights, tyres, chassis and coupling in good nick—because a defect notice ruins a holiday faster than rain at the Big4.
For new or previously unregistered caravans, expect identity and compliance checks; details can vary, so confirm the current process with VicRoads before you queue.
So: light caravan, no RWC; heavy caravan, yes RWC—simple enough to remember even after the second servo pie.
