Short answer: you usually can’t pull a full VIN from a rego plate via public checks in Australia—privacy laws and common sense spoil the magic trick.
Use a paid vehicle history report (e.g., from major providers) with the plate and state; they query NEVDIS and will reveal the VIN plus write-off, stolen, and finance status.
If you’re the owner, your state road authority (TMR QLD, VicRoads, Service NSW, etc.) can confirm it with ID; your rego papers and insurer also list it.
