Short answer: you can’t, at least not legally—Queensland privacy laws keep registration holder names under wraps.
If you’re buying a used car, ask the seller for photo ID and the registration certificate, then run a PPSR check using the VIN to confirm finance, write-off and stolen status.
You can also use the QLD rego check to confirm the plate, make, model and expiry, but it won’t reveal who’s paying the rego.
Had a prang or a car-park whodunnit? Report it to Queensland Police; they’re the ones who can access owner details when there’s a lawful reason.
Otherwise, leave a note on the windscreen and cross your fingers—old-school, but far more polite than playing amateur detective.
