There’s no fixed number of cars allowed to do a hook turn—Victoria’s road rules don’t set a quota, they just set the choreography. You queue on the far left, pull into the intersection when your light is green, wait facing the street you want, then go when that light turns green. In practice, it’s usually one or two cars per cycle, maybe three if the intersection is roomy and everyone’s on their toes.
