Range drops with traffic, rain, heat shimmer, and angles—physics is petty like that—so the practical capture window is often inside 50–400 m.
Don’t bank on “tolerance”; it exists, but it’s not a coupon code, and enforcement in VIC is designed to work anywhere the sign says it should.
