“Dutiable value” is usually the purchase price (incl. GST/LCT) before on-roads—yes, they round up every stray dollar, because why wouldn’t they.
Most passenger cars use these rates; trucks and special-use vehicles can differ, so don’t bring a bulldozer to a hatchback fight.
