Yes, you can sell a car in Victoria without a Roadworthy Certificate (RWC), but the buyer can’t transfer the registration until they supply a current RWC.
If you sell it registered “as-is”, lodge a Notice of Disposal via myVicRoads immediately so fines and tolls don’t follow you, and make the buyer responsible for getting the RWC within 14 days.
Prefer to dodge the paperwork tango? Cancel the rego, return the plates for any refund, and sell it unregistered; the buyer can use an Unregistered Vehicle Permit to move it.
Give a proper receipt with VIN/engine number and keep copies—cheap insurance against future drama.
