Standard plates are issued automatically from the current general-issue sequence, so the combo you get is essentially luck of the draw.
If you want a specific combo, colours, or slimlines, that’s a personalised/custom plate via Vplates, and it’ll cost extra.
Plates are tied to the vehicle’s registration; they usually stay on the car when it’s sold unless you arrange a transfer or retention with VicRoads (fees and paperwork apply).
Lost or damaged plates can be replaced through VicRoads, and you must display them exactly as issued—no creative spacing, no tape jobs, no excuses.
