In Victoria, children aged 4 to under 7 must be in an approved booster seat or a forward-facing child seat with a top tether—no exceptions just because they “promised to sit still.” From 7 years they may use an adult seat belt only if it fits properly, but a booster is recommended until they’re about 145 cm tall for a safer belt position.

Kids under 4 can’t sit in the front seat if the vehicle has two or more rows, and those 4 to under 7 can sit up front only if all rear seats are occupied by children under 7 (still in the right restraint, obviously).
